Online Reporting of Routine Incidents

 Overview - Definition

As part of the EbGCA staff, Community Watch Team (aka CWT) is a scheduled watch program intended to act as eyes and ears for HPD where crime is concerned. In addition, CWT interacts with the multi-family projects that wish to have someone roaming the property watching for suspicious activity. The CWT also documents irrigation breaks, fallen trees, burned out street lights, missing street signs, and other maintenance and/or safety related discrepancies in out community.

Function

CWT functions on a non-standard, non-published scheduled, reporting its activity directly to the CWT supervisors and General Manager. CWT also performs their duties during holidays and weekends. 

Personnel

a. Director - Oversees the general direction and effectiveness of the CWT program, as well as directing activities through the operation supervisor. Writes bi-monthly column for the newsletter. [ Top ]

b. Operations Supervisor - Handles daily weekday functions and oversees those of the night watch personnel. Responsible for all reports and their accuracy, works with team members to improve their watch and reporting skills.  [ Top ]

c. Team Members - Responsible for maintaining high standards during their watches, investigates and records all suspicious activities, assisting community functions and being available for appropriate calls.

Benefits of Having CWT versus Special Duty Police Officer Patrols:

1. The EbGCA has direct control over the staffing of the CWT, thereby assuring that our team members are focused on the interests of the Ewa by Gentry community.

Having a Special Duty Honolulu Police Officer on patrol in our community may be reassuring, but the Honolulu Police Department cannot guarantee that the position will be filled on every scheduled shift nor can they guarantee that the same officer or an officer from a preferred list would fill the position.

Special Duty Honolulu Police Officers are working the Special Duty IN ADDITION to their regular Honolulu Police Department shift.  Manpower availability is subject to change and cancellation without notice.

2. In-house monitoring and managing of the CWT allows for better prioritizing and focus on changing problems and conditions within our Community.

4.  Your CWT is comprised of recently retired veteran law enforcement officers.  We represent nearly 100 years of Honolulu Police Experience and while we are retired, we still maintain a great working relationship with active duty police personnel both in our area and in the Honolulu Police Department as a whole.  Their experience in the Honolulu Police Department make them an asset to our community.  They are credible and reliable witnesses and can be depended upon to provide a complete and accurate report of any given situation that may occur.

What CWT Does

The CWT provides a workable platform at the community level for co-ordination and liaison of the Neighborhood Security Watch programs. NSW is a vital program for the welfare of our Community, engaging the assistance of homeowners and residents to work together to "take back" their community whenever person or property crimes, graffiti, or evidence of narcotics activities prevail. Homeowner and resident involvement is a crucial component of the "eyes and ears" aspect of the CWT's mission. With crime on the increase, homeowner and resident involvement contributes to maximum prevention, which is what NSW is all about.  [ Top ]

CWT works with the City & County Parks Department and opens and closes GEIGER PARK at the appointed times.

The CWT conducts around the clock patrols of the Ewa by Gentry Community and reports suspicious behavior and other related matters to the appropriate authorities as needed.

The CWT works with the Ewa by Gentry Community Association personnel to ensure that the Ewa by Gentry community is the best possible place to live and raise our families.  We make constant audits of the infrastructure and schedule repairs where required.

The CWT will conduct "RESIDENCE CHECKS" at the request of the homeowner when the residence is vacant for more than four consecutive days.  A home owner need simply contact the Ewa by Gentry Community Association office or email us and request a RESIDENCE CHECK.    The CWT will conduct an exterior inspection of the premises to assure that it is secure.  In the event of a mishap of any nature, we will contact the appropriate authorities and prepare reports as required.

The CWT also maintains an updated list of abandoned vehicles in our community and works with the proper authorities to have these eyesores removed as soon as possible.  [ Top ]

What CWT Does Not Do

CWT is not a "security" service. They do not make arrests, they do not confront persons disturbing the peace, and they do not intercede in domestic disputes.   They do not pick up or otherwise dispose of stray animals.  THEY DO NOT CALL THE POLICE FOR YOU.

They DO watch for situations requiring police assistance and whenever possible furnish information that may be helpful to the investigation. One of the primary functions of the CWT is to establish and maintain positive relations within the community.   The CWT has YOUR interests at heart.  They are the EYES & EARS of YOUR COMMUNITY.
